INVITATION FOR BIDS

Sealed bids will be received until 2 p.m. local time, on June 12, 2019, at Antelope County Airport - Terminal Building, Attn: Antelope County Airport Authority, 84773 Airport Road, Neligh, Nebraska 68756 and then publicly opened and read aloud, for furnishing all labor, materials and equipment and performing all work necessary to: reconstruct a taxiway, taxiways and apron, including taxiway lights. In general, this work will require the following approximate quantities:
Pavement removal (7,554 sy); unclassified excavation (5,184 cy); borrow excavation (1,082 sy); aggregate base course (8,484 sy); 6” concrete pavement (8,358 sy); underdrain pipe (850 lf); taxiway lights (23 ea); marking (3,959 sy); seeding and mulching.

To be qualified to bid, a complete set of plans, specifications, contract documents and proposal form must be obtained from either: 1) www.questcdn.com for a fee of $20 (nonrefundable). Once logged into the site, insert eBidDoc project number 6364059 (Antelope County Airport, Neligh, NE; Taxiway, Taxilane & Apron Reconstruction); OR 2) Olsson at the above address for a fee of $95 (nonrefundable).

Contractors bidding shall be pre-qualified by NDOT to construct concrete pavement or as “General”, as required by the instructions to bidders.
A prebid conference for this project will be held at the Antelope County Airport, 84773 Airport Road, Neligh, Nebraska on June 3, 2019 at 2 p.m. Attendance at the prebid conference is optional.
Contractors may inspect the project site by arrangement with Rick Schindler, 402-887-4827.
Each proposal must be accompanied by a bid guaranty in the amount of five percent of the total amount of the bid. The bid guaranty may be a cashier’s check, a certified check on a solvent bank or a bid bond made payable to Antelope County Airport Authority.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The contractor is required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The airport sponsor has established a contract goal of 6.64% participation for small business concerns owned and controlled by qualified disadvantaged business enterprises. The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.
